To an extent, Yes, because the governors are the chief security officers of their various states though the president at the federal level controls all security apparatus. |

That is one issue with the constitution. On one hand it gives the Governor the task of protecting his state, but on the otherhand it denies the governor the power to have his own state police to execute such task, leaving it to the absolute control of the President. In reality, the CSOs of States are the Police Commissioners, the Governor is only an ally to the CP. The CP decide the fate of Security in the state. The CP answers to the AIG, who answers to the DIG and the DIG to the IGP. The IGP take orders from the President. Hence, the bulk stops at the President. This is the situation we've been since 1999 |

The governor can not even determine the amount of security he receives from the police especially if he has issues with the federal might. |
