NATIONAL AUTOMOTIVE COUNCIL (FEDERAL MINISTRY INDUSTRY, TRADE AND INVESTMENT) INVITATION FOR TECHNICAL/FINANCIAL BIDS FROM INTERESTED BIDDERS FOR SUPPLY, INSTALLATION AND TRAINING ON AUTOMOTIVE DIAGNOSTIC EQUIPMENT 1.0 INVITATION The National Automotive Council hereby invites submission for technical and Financial bids from competent, reputable and interested original equipment manufacturers (OEMs) or their representatives with relevant experience and good track records for the supply, installation and training on laboratory equipment for the teaching of BSc Degree in Automotive Engineering in Nigerian universities. 2.0 ELIGIBILITY CRITERIA Bidders are to provide the following minimum technical and financial recuirements. Evidence of registration with Corporate Affairs Commission for Nigerian companies, and equivalent Company Registration Bodies for foreign companies (In case of foreign, indicate whether there is a Nigerian office and location); Tax Clearance Certificate for the last three years; Evidence of registration PENCOM for Nigerian companies; Evidence of registration with Industrial Training Fund and the contribution already made; Company’s Audited Account and annual turnover of similar business for the last three years; VAT registration and evidence of past VAT remittances certificate for Nigerian companies; Evidence of financial strength, credit worthiness and readiness to instruct bankers to supply financial information on the company as may be required; Verifiable list of previous similar works successfully carried out within the last five years with names of clients, evidence of award, and practical completion certificates; Evidence of registration with relevant professional bodies; Evidence of registration with Financial Reporting Council of Nigeria; and Company profile and organisational structure, including names and brief resume of key personnel. 3.0 COLLECTION OF TECHNICAL AND FINANCIAL DOCUMENTS Bids document are available for collection at our office in Abuja from 12:00 noon on wednesday, January 14, 2015 or can be downloaded from www.nac.org.ng under the links tab. 4.0 SUBMISSION OF COMPLETED TECHNICAL AND FINANCIAL DOCUMENTS Completed Technical and Financial bids shall be submitted in three hard copies and two Electronic copies (Non rewritable compact disk) in two different sealed envelopes and labelled “Technical and Financial For Supply, Installation and Training Laboratory equipment for the teaching of BSc Degree in Automotive Engineering” respectively at the top right hand corner of the envelope and enclosed in a third envelope and addressed to: The Director General, National Automotive Council, 23, Parakou Street, Wuse II, P.M.B. 320, Garki, Abuja. 5.0 CLOSING DATE FOR SUBMISSION OF BIDS The closing date for submission is on or before 12:00 noon, Wednesday, February 4, 2015 6.0 OPENING OF BIDS Technical bids shall be opened at 12:15pm same day at the Council’s Conference Room, Abuja. Only firms whose technical bids fulfill the eligibility criteria would have their financial bids opened at a date to be announced. Non-Governemental Organisation (NGO) and the general public are hereby invited to witness the bids opening.
