That's why Shagari was a bad leader. His inability to call those close to him to order. He didn't loot but his Ministers, aides & state governors looted.
SSS, Police, EFCC are all under GEJ's control, yet he failed to use them legally. Instead, he goes about witchhunting political opponents with them.
The crux of this matter is that were GEJ decisive enough to probe what happened to the contracts he awarded, you- and for that anybody- would not be here giving us silly reasons as to why those contracts were abandoned.
