Please can someone explain to me what's the difference between Public Service and Civil Service

If Jega's appointment isn't guided by Civil Service rules, then his appointment is guided by what rules? He was appointed and not elected, please someone should help explain this.

If they fire jega, apc will refuse to contest. Pdp will contest against itself. Gej will be an illegitimate president. The tension in the country will be high. The country will not be united. Parrallel government tinz. Democracy scattered once again due to politicians greed and their followers stupidity supporting rubbish

jega has one PVC like any oda naija citizen. remain at ur pooling station till all votes are counted. jega or no jega let d collated results remain d same at the pooling stations as in Abuja and we will have a credible winner. else, there will b wahala. jega or no jega.

So Jega is PDP problem now. It is a sin to be honest in Nigeria, the man is doing his job with all honesty and they want him out. Daris God ooooo. If the ruling party thinks they have done well, they should not be afraid, they just need to support Jega and encourage him to carry out free and fair election. PDP knows they have lost out which is why they try to take out everyone who is not ready to rig election for them. shame on PDP and the presidency.

If Iwu proceeded on leave on April 28, then Jega too will leave on April 28 when all elections would have ended.

If d election has to be postponed for six week ,then is means that Gega's tenure must be extended for the same six weeks too , this means that he will chairman the electoral activities then he may wish to proceed on any so called terminal leave after the election

Any thing below this simply means that Gega's tenure has been be shorten of six weeks.

Chukwudi use your head. Or did yours come without a Brian in it. They made those examples at the end to you see the time they went on the compulsory leave. They want Jega to go in leave earlier than he's suppose to so they appoint someone who will be loyal

The cluelessness of GEJ is gradually permeating the psyche and thinking system of his followers. It is dangerous to follow blindly that is the reason its necessary u read very well and understand. I dnt no why people like living in denial. The content of that report was written in English, the INEC spoke person made it very clear and succint the reason JEGA cant go on either 2 or 3 month terminal leave but the autor or poster chose to misinform the people by deluding himself in ignorance. Point 1. Jega is a political appointee whoose appointment was ratified by the national assembly.point 2. INEC under Jega have concluded the printing of the voters cards. Point 3. The election will now hold on the 28th and 11th march and April respectively.
Can the poster tell me when it will take to conclude the appointment of another chairman with this current national assembly. Pls. Stop deluding urselves, Buhari will be presido come may 29th,2015. And GEJ wll not want to end like lawrence gbagbo,he will simply congratulate Buhari and move to Otuoke. I will really miss GEJ and PEJ.

Idowu, who spoke on a TV programme monitored in Lagos, southwest Nigeria, on Tuesday, said Jega’s appointment was not guided by civil service rules and so he would serve until his tenure elapses on 30 June this year.

After the postponement of the elections last weekend, there have been reports that President Goodluck Jonathan’s next move is to relieve Jega of his job and replace him with a pliant person to conduct the elections.

Idowu also said the ballot papers for Nigeria’s presidential election scheduled to hold on 28 March were ready.

He said the ballot papers had been delivered by the printers and that they were being kept in the vault of the Central Bank of Nigeria.

He also disclosed that thousands of ad hoc staff were being trained for the elections initially billed to take place on 14 and 28 February but shifted to 28 March and 11 April.

He said the postponement would allow INEC perfect its preparations for the polls, adding that there can never be 100% preparations for an election since things continue to change until the last day of the polls.

But Idowu may not be right after all on reports that Jega may be asked to proceed on terminal leave in March.

A Federal civil service circular, issued by former head of service, Alhaji Isa Bello Sali entitled, ‘Three Months pre-retirement/terminal leave’ made no distinction as to whether one is a career civil servant or a political appointee.

According to the circular, “It has been observed that the mandatory notice of retirement for officers who are due to retire is not being observed as provided for in the extant rules. Accordingly, it has become necessary to reiterate the provisions of Public Service Rules (PSR) 100238 which states that officers are required to give three months notice of their retirement from service terminating on the effective date of their retirement”

The circular was addressed and sent to the Chief of Staff to the President, Chief Justice of the Federation, all Ministers, Secretary to the Government of the Federation, Service Chiefs, the Inspector-General of Police, Chairman Federal Civil Service Commission, the Chairman, Economic and Financial Crimes Commission (EFCC), and the Chairman of Independent National Electoral Commission (INEC). Others are Heads of extra-ministerial departments, the Accountant-General of the Federation, Auditor-General of the Federation, Surveyor-General of the Federation, Directors-General/chief executives of parastatals and agencies.

Jega’s predecessor, Prof Maurice Iwu. Iwu’s tenure was due to expire on June 13, 2010. However, on April 28, 2010, then acting President Jonathan, ordered Iwu to proceed on terminal leave.

Former IGP Abubakar’s tenure was due to end on July 30, 2014 but he proceeded or was sent on terminal leave on May 12, 2014. Former Chief Justice of the Federation, Justice Dahiru Musdapher voluntarily proceeded on terminal leave three months before the constitutional or mathematical end of his tenure.
