Decree Number 4 forbade any journalist from reporting information considered embarrassing to any government official. Two journalists, Tunde Thompson and Nduka Irabor, were convicted under the decree. Decree Number 2 gave the chief of staff at Supreme Headquarters the power to detain for up to six months without trial anyone considered a security risk. Special military tribunals increasingly replaced law courts while the state security agency, the National Security Organisation, was given greater powers.

Yes he has. He now allows himself to be challenged in court.


Section. 3. (i) Any Person who alleges that his rights have been, are being or are likely to be contravened by any of the provision of this Executive Order may apply to a competent Court in his jurisdiction for redress.


Meanwhile, I'm after the text of Decree No. 2 State Security (Detention of Persons) of 1984. If anyone comes across it, please.
