Well, I'm not sure what exactly to say, but I'd say that it's best to get your product new. That way you eliminate a whole bunch of potential issues you could have, and at the same time, if there are any, you might be able to get them fixed.

Acer is a common enough brand here, so I don't see anything bad about going for an Acer mini, although I'm personally not a fan of the brand for reasons I can't really explain. A Dell mini is not a bad idea either.

Depends on what you'll be using the laptop for. If it's the typical stuff like documents and movies and browsing, a mini will suffice.

I'd say go for the Dell/Acer.
