SERAP sues Fashola over $90m World Bank loan
The Governor of Lagos State, Babatunde Fashola, has been sued by the Socio-Economic Rights and Accountability Project (SERAP) over alleged failure to release information and documents on the spending for the past five years on furniture and other facilities in public schools in Lagos state. The schools over which the governor is being dragged to court include Ewutuntun Grammar School in Mafoluku area of Oshodi; Ikeja Grammar School; Iloro Grammar School in Agege and Fagba Junior Grammar School, Iju Road.

The organisation is also seeking the order of the court for the Lagos State Government to release information on spending of the World Bank loan of $90 million meant to improve education in the 639 public secondary schools in the state, and details of projects carried out to improve infrastructure and facilities across primary and secondary education in Lagos State.

The suit filed last week at the Federal High Court Ikoyi followed a Freedom of Information request to the Executive Governor of Lagos State dated 1st December 2013.

The originating summons with suit number FHC/L/CS/57/2014 was brought pursuant to section 4 (a) of the Freedom of Information Act, and signed by SERAP Staff Attorney, Ms Oyindamola Musa.

The plaintiff is arguing that under the FOI Act, it has “the right to request for or gain access to information which is in the custody or possession of any public official, agency or institution regardless of whether they are Federal or State institution.”

According to the plaintiff, “the disclosure of the information requested will give the general public a true picture and a clear understanding of how much the government has spent to improve education in the 639 secondary schools in Lagos State and also promote transparency which the Governor of Lagos State has expressly canvassed.

Among others, the organization is seeking, a declaration that by virtue of the provisions of Section 4 (a) of the Freedom of Information Act 2011, the 1st defendant is under a binding legal obligation to provide the Plaintiff with up to date information as requested in a letter dated 1st of December 2013 addressed to the Governor of Lagos State; an order of mandamus directing and/or compelling the 1st defendant to rescind the suspension of anyone including principals of any of the schools mentioned above for blowing the whistle or allowing journalists to cover the decay infrastructures across primary and secondary schools in Lagos State.

Thats all we want. He built a Hall of Records (Tinubus company collects all fees for it grin) it should be organized and ready for public viewing. We also want the records of the tax collection agency(owned by Tinubu) and the transactions between Lagos State that has been requested numerous times under FOI!

We also want to know how he was able to buy the Governors lodge and how much did he pay for it!

Fashola's administration built one block of 24 classrooms in 8 years this was Iba Housing Estate Senior Secondary
School, Ojo. He said his administration had also returned schools to the Christian and Muslim missions, who owned them so they could save even more.
The block of 18 classrooms shown here was donated to the school by Mr. and Mrs. Modupe Folorunsho Alakija who paid for the entire building by themselves, saving tax payers millions.

Where are the 600, even 60 we will take! Forget it 16 will shut me up.

16 schools built by Fashola out of the $90 million, thats all we want to see come and list them we are waiting. With name location and picture!

Not just that, Fakeshola is the only governor in the history of Nigerial, that has increased schools fees by over 1000%. He increased LASU school fees from 25k to 250k and as much as 300k for some courses. This is not even imaginable. It is as diabolical it gets. Then when the students protests, he sends in bruttal policemen to chase them away. Many have had to drop out from school because they cant afford it

Now that election season is here he has given fee refunds to a hand picked selected few undecided

aresa come back and post your masters pictures you were insulting me in the other thread! Let us see 600 16 or more schools that s came out of the $90 million dollars. My People My people they have now tried to repackage Fashola as an angel of APC and the grand developer of Lagos. Since Tinubu has decided to captured the whole Nigeria in his net what is happening in Lagos, these past 16 years will give us a clue to the change APC has for the rest of Nigeria! Please do not tell me what Fashola does in Lagos is not my business, but you throw him in our face as the example of change your telling us APC represents!

Fashola has enter one chance as soon as this election is over I heard that some of his SAN mates are waiting with file in hand for APC to be thrown out of Lagos, so they can get the proper records needed to prosecute. That's too bad because he will definetly be convicted for dashing Lagos State to his Master on a silver platter!

Stupïty is when one beholds the truth, knows s/he is been deprived greatly and is still pledging solidarity for that heartless person who deprived them of their share of a good life.

Biafranqueen, may God continue to bless you for exposing these crooks. You have played your part, its not left for the people in bondage to realise what they are in for and then break free.

If not, let them continue wallowing in darkness and believe that they are fighting for their (selfish) course when they don't know they are fighting for one man.

Among the significant results already achieved under the project, student learning improved dramatically in the Basic Education Certificate examinations with student scores from beneficiary schools going up from 30 to 70 percent in English, 31 to 45 percent in Mathematics, and 27 to 65 percent in Basic Sciences.

Further, the results of the June 2013 West Africa Senior Secondary Certificate external examinations showed that 41 percent of students from beneficiary schools passed five credits and above, as compared to just over 18 percent before the project was implemented.


“When students from poor families have the opportunity to go to secondary school and acquire sound knowledge and skills, they stand a fair chance of getting a good job or accessing economic opportunities later in life, this contributes to eliminating extreme poverty and boosting shared prosperity, in furtherance of the World Bank’s two main goals,” said Marie Francoise Marie-Nelly, World Bank Country Director for Nigeria.



The Lagos EKO project has built a critical pathway for students from low-income backgrounds to gain access to good-quality secondary education, showing that where there is a will, there is a way,” said Olatunde Adekola, World Bank task team leader for the project. “This project displays innovative features, including school grants which allow school principals to address their specific learning needs, greater accountability through the involvement of main stakeholders in key school management decisions and public private partnership in vocational training.
