This is my own view and how to improve. I will not agree with INEC's 90% success or efficiency of the Card reader. I will score the use of card reader 50%. Check this simple calculation below. Total registered voters = 68,000,000 Total number of polling units = 120,000 Total number of card readers per unit = 120,000 INEC allocates 5 hours = 300 minutes Total number of voters/ polling units 68,000,000/120,000 = 567 people per polling units 567/ 300 mins = 1.88 persons per minute Approx. 2 persons per minute. = 30 seconds per person. For Card reader to be effective, 30 seconds need to accreditate each of 68,000,000 registered voters. But during the test last week an average of 60 seconds per voter was achieved against 30 seconds it's suppose to be. To improve and get the seconds lower per person, I suggest that methylated spirit should be used with cotton wool to clean the index finger before placing on the card reader. 2. Accreditation time should be increased to 7 hours = 420 minutes. 3. Deploy two card readers per polling unit 4. Discard use of incidence form. Regards |
