I have heard people question the collection rate in the North East particularly Yobe and Borno state which are the most affected states. The allegations are baseless. Here are reasons to justify my position.

When there are wars, unless people are killed, they simply relocate from one location to another. So we don't expect them to be missing when a count is done.

It is announced that Boko haram had killed about 20,000 people. We know that in War situations, it is mostly children and women that are affected and children are not of voting age. Therefore, That number of dead ( may their souls rest in peace) is not enough to cause a drastic reduction in the voting population.

In 2011, there were 2,380,957 registered voters in Borno of which of 1,176,646 people voted.

In 2015, INEC had registered only 1,934,079 of which 1,353,855 had so far collected their PVC. About 600,000 people have not been able to collect the PVC.

Between 2011 and 2015, About 1,000,000 ( difference between registered voters in 2011 and people who have collected their PVC in 2015) are probably dead or internally displaced.

For Yobe state, 1,373,796 were registered in 2011 of which 662,115 people voted.

In 2015, 1,099,970 were registered of which 769,979 people had collected their PVCs. About 300,000 people have not been able to collect their PVC.

Between 2011 and 2015, 550,000 are unaccounted for. This are probably people internally displaced or outrightly dead.
