CNPP queries Finance Minister over $23bn Greenfield refineries contract

Enugu — CONFERENCE of Nigerian Political Parties , CNPP, has forwarded a letter to the Minister of Finance and Coordinating Minister of Economy, Dr Ngozi Okonjo-Iweala, requesting for full disclosure of transactions concerning the contract for three Greenfield refineries and petrochemical plant awarded by President Goodluck Jonathan for $23 billion.

Spokesman of the group, Mr. Osita Okechukwu, who disclosed this in Enugu yesterday, said the group derived its powers to demand for the explanation from the Freedom of Information, FoI, Act.

The letter containing the request, dated March 9, 2015, and titled, ‘Request for Information on three Greenfield refineries’, read: “May I under the Freedom of Information Act 2011, request for the full disclosure of transactions concerning the three Greenfield refineries and petrochemical plant contract awarded on May 13, 2010, by President Goodluck Jonathan to Chinese State Construction and Engineering Corporation Limited, CSCEC,, at $23 billion meant to be located at Bayelsa, Kogi and Lagos states.

“Secondly, why are they dead on arrival as six years down the line, neither the three Greenfield refineries nor petrochemical plant is under construction. “The three Greenfield refineries one understands, on completion were to add 750,000 barrels per day capacity to Nigeria’s refining infrastructure and create over a million jobs. “In addition, the petrochemical plant was to source natural gas from Nigeria’s gas master plan, produce polymers, solvents and fertilizer, thus boosting food production and textile industry.

“Accordingly, the three refineries and the petrochemical plant could have stemmed the flood of imported refined products in the country, hence ploughing back the over $10 billion spent annually into our economy.” Okechukwu expressed regret that the abandonment of such critical refining infrastructure stimulated closure of factories, crash of the naira, gross unemployment, return of huge debt trap and fuel scarcity, to mention but a few.

I remember when we were all clamoring for more women involvement in running this country, but after seeing Pathiefcia Etteh, Stella Odua, Diezani (in my opinion, the biggest female thief in the history of this country) and now Okonjo(somebody i used to respect), I bet we now have a change of heart. These women are even bigger thieves I don't want to sound chauvinistic bit this is the only situation, where i believe the common saying "where a man can steal, a woman will steal better".

It like those supporting PDP and GEJ are contaminated with Jazz. How can u support an administration that has left you insecured, unemployed, electric powerless and economically shattered? think twice before voting my my fellow country men.

If the funds for laudable projects like these were not released yet they were busy purchasing eleventh jet for presidential fleet, over-priced bullet proof-cars, 10 Billion Naira jet rentals,4 billion planned for first lady center,empowerment of militia groups with frivolous contracts and financing clandestine support groups.

It shows how much contempt they have for us and it's a shame that the first time a president from Niger -Delta, there are no refineries, petro-chemical plants, fertilizer plants, LNG plants all contributing employment and benefits to Niger Delta economy to his name. All existing plants were built by the so-called failed past leaders that GEJ is greater than. And many people mostly blinded by ethno-religious considerations are following his deceit like sheep.

If he can't do any of these when main source of government revenue oil sold at over $100 per barrel for 4 years, it will be foolish to expect anything now that oil is selling at about $50 per barrel. They first have there own fill before any consideration for the masses whether in sokoto or otuoke.
