It is not advisable for you to repeat here. When you fail three courses with a score less than 50 and above 40, or when you have an average of 30 in a course, or when you fail after resit.
But when you have 3 Fs, you have to withdraw.

Do all this rule apply to year one? I ask because they look similar to what is obtainable here just that here when you fail even one core course during your freshman year you'd have to withdraw.

Here for freshers, pass mark is 40% while from sophomore year pass mark becomes 50%.

Because UTME admission is for 100 level(a new class) while DE is for 200 level(an already existing class). The present 200 level are plenty hence the few admitted DE.
