I want to develop a a custom textarea, the textarea should have custom smiles , spell checker and some other functions , it should also have enabled file file uploader.

If I were in your shoes, I'd use tinymice. It is a wysiwyg text editor and it is open source. You can add your custom smileys and buttons to it as it is extendable. Also you can theme it to your taste so that it blends into your application.
