I was like, wouldn't it be nice to have people proffer solutions to the problems confronting us.
Maybe, just maybe some unique solution might be generated from these think tank that will help bring some sanity in our ecopolitical situations.

I will start with the Oil and gas industry and am sure there are so many brilliant minds waiting to explode with out of the box, amazing ideas to get us out of the woods:

Where their is a political will there is hope as they say.......




All Production and Exploration activity should revert to a National Oil Company, NOC to be created from the existing NNPC.

Export facilities, SBM and MBM systems should revert to the NOC.

All Depot and Filling Stations must revert back to NOC.



Firstly, Government must pass an all-encompassing law that will maximize revenue from Oil and Gas resources.

The law should be drafted in such a way that maximum benefit, tax and CSR benefits can be maximally derived from it.

Secondly, appoint seasoned administrator, management and competent JV-vehicle to run the NOC.

Thirdly, Split the NOC into subsidiaries with appropriate authorities, with each subsidiary appointing technical partners such that they are run as independent companies with its own Board of Directors appointed from the staff pool and reporting to the NOC board.



The following subsidiaries can be formed to cover the upstream, midstream and downstream sectors of production.



A national Exploration, geophysical and Interpretation subsidiary, like IDSL should be formed.

A national Drilling company will be formed, with Drilling rigs acquired for drilling all oil wells type or contracted under their supervision for only high technological deviated wells until expertise and equipment acquired for doing these types of well by the NOCs.

A national Exploitation and Production subsidiary also formed for crude oil production, in onshore, shallow offshore locations.

A national Exploitation and Production subsidiary also formed for crude oil production from deep offshore.

Establish, national Exporting Terminals, where all crude oil must be piped to, metered and sold.

Establish a national Refinery and petrochemical plant, to refine and sell any quantity they are capable of buying and paying for.

Establish a Pipeline & Depot company responsible for refined product sale and Filling stations

Establish and Gas Company, for Gas production from onshore and offshore Companies processed and sold to the refineries or as export gas.

The Domestic Gas Pipeline Company and Gas Depot should be formed, which will buy and evacuate domestic gas for city use and would be responsible for gas marketing locally plus commercial as well as residential building pipe infrastructure and sale and revenue generation.

Establish a chemical subsidiary for Chemical production and sale from the product of the Refineries and Petrochemicals

Establish a VLCC and gas shipping company for crude oil and gas export.



All these subsidiaries will have local BODs, and each must report based on profit to the NOC BODs and appraised accordingly. The BODs of the subsidiaries are allowed to go into a JV and technical partnership to deliver its mandate.

All this subsidiaries should take all Nigerian University students from year 2, after first semester through to year 4 first semester ending. They should be paid and CAMS (competence assessment and management system) develop for each course to equip the undergraduate with the requisite skills and experience required upon graduation.
Pass a bill that makes it compulsory for all companies incorporated in Nigeria with certain revenue base to take-in Nigeria graduates for a minimum of 3 years to build required after graduation experience and possibly retention by the companies while encouraging those who do by a commensurate tax payment reliefs as a form of encouragement.
