This simply means that since most of the oil is located in the territorial waters owned by Nigeria, as opposed to any state, ALL of Nigeria should benefit from this fund.

NASS did the right thing in this case. The days of providing free, unearned funds to many of these states, most of which is stolen by their Governors, is over.

Change is here and there is a Sherif in town.
