u want to build a software that can print call off letter and for posting .u need to write the c++ program by urself .use Microsoft visual studio for the software .The project is huge I would advice you to write the program by urself and if u need help watch youtube videos for help you complete the software .You didn't say exactly what you want to build is it a website or a software .If you need to create a standard website from scratch use asp.net (windows Azure ) to create it .If will take you month to write the code . If you are confuse search for similar related code to modify for make the work less tedious .One thing about programming is that you have to practice . If you can't do that hired a professional that have done related projects like portals ,Softwares .Goodluck
