I've seen several comments here mainly by SW APC supporters who have called for an upward percentile review of state and LG allocations from the federation account on expense of that of the FG. These posters claim the FG does nothing with the current 52% as echoed by the likes of Fashola and Aregbesola who claim they need more money to perform.

The FG unlike the States carries out infrastructural projects accross the 36 states including the FCT unlike state's whose responsibilities end within their boundaries.

The FG maintains a retinue of federal workers across the federation which in turn provides employment and revenue through renumerations of monthly salaries in alll the states.

The FG maintains a global network of emmissaries and consular offices which the states do not.

The FG is in charge of all security networks plus a territorial army, air force and navy. Other paramilitary units such as immigration, customs are solely the responsibility of the FG. Other than LASTMA and KAI brigade, which other apparatus of security and law enforcement is the LASG responsible for?

States like Osun should not complain of the current situation because aggigatation for more revenue from the central purse is an indirect way for calling for fiscal responsibility.

The less money accrued to the FG at expense of state means more autonomy in revenue and resource control by the states.
Or is Lagos State to collect tax from Bayelsa oil reciepts and allocate to Osun?

Take for example the Aviation sector; FAAN maintains 26 airports accross the federation, other than the 4 int'l airports and some destination aerodromes in the SS and SE all other airports are moribound. Sokoto airport still has federal workers mainly from that region maintained by revenue from the viable airports. Normally, Sokoto or Ibadan airport are maintained at a loss and if the FG were to hand these airports to the respective states they will most likely be shutdown.

So in retrospect demanding for more from the centre will lead to fiscal responsibility and even see states like Akwa Ibom that Osun people are envious of get more richer!

So be careful of what you wish for.

SW was very poor prior to Oil.

Revenues accrued to Western Nigeria was based on a slave plantation model.

The Agbekoya riots was the first peasant revolt in Nigeria.

Awolowo exploited poor cocoa farmers.

Thank your God for Niger Delta oyel or else you would have been a Tinubu farm slave

The Agbekoya Parapo Peasant farmers' riots occured between 1968 to 1969 in the then old wester region of Nigeria.

The peasant cocoa farmers staged series of violent demonstrations against the govt of Western Nigeria over heavy taxes imposed on their produce and also on the very low price offered by the Produce office. The farmers also complained of corrupt govt officials who demanded a bribe before buying up their produce at a ridiculus low price.

Other grieviances held by the farmers was destruction or threat of destruction of their farms by local govt officials after the breakout of cocoa fungus if they don't pay a bribe.

The riots were quelled only after Awolowo negotiatted a settlement with the farmers' union which saw to better pricing of cocoa beans by the produce office.

It is thus safe to say that up till late 1969, cocoa farmers never got a fair deal on their produce. Better pricing and the establishment of a central govt as well as the exploitation of oil resources effectively made cocoa less profitable

So in a nut shell, western Nigeria's glory days was based on an exploitative cocoa based economy.

That is tantamount to saying Saudis funded their oil industry with sun and sand!

Exploration for crude petroleum oil in Nigeria first began in 1908. However, serious and sustained efforts did not happen until Shell Darcy Petroleum Company commenced operations in 1935. It took this company more than 20 years to discover petroleum crude oil in commercial quantities in Oloibiri in 1956.

Before 1965, all the international petroleum marketing companies in Nigeria imported their stocks independently from their own refineries located abroad. As the local demand grew for these products, and following the local availability of crude oil by pipeline, establishment of a refinery in Nigeria became commercially viable..  Two oil marketing companies in Nigeria , Shell and British Petroleum, BP, formed a 50/50 joint venture refining company in Nigeria , the Nigerian Petroleum Refining (NPRC) in 1960.

The NPRC built a 38,000b/d petroleum refinery at Alesa-Eleme, near Port Harcourt to refine local crude oil into five petroleum fuel products. Construction of the refinery commenced in 1963 and production started two years later, in 1965.

Crude oil processed in the NPRC refinery was a portion of the production destined for export through Shell-BP’s Bonny Island export terminal. By a special contract agreement among all the five major products marketing companies, they procured crude oil from Shell-BP..  The crude oil was transported by pipeline to the NPRC Refinery for processing based on the quantity processed, at an agreed unit price per ton of crude oil.

The major marketers also, at their own cost, arranged the timely evacuation of the products from the refinery, mostly by the sea to Lagos and the remaining by road tankers..  The refinery was de-bottlenecked in 1973, in order to increase its crude oil processing capacity from 38,000b/d to 60,000b/d. The domestic demand for petroleum products which steadily increased was satisfied by the NPRC refinery for about 8 to 10 years.

In 1970, the Federal Government acting as a member of OPEC compulsorily acquired and paid for an equity share of 60 percent in all private international companies working in the Upstream and Downstream sectors of the Petroleum Industry in the country.

Osun people have a lot to be grateful for Amaechi given Amaechi's highly misplaced priorities as to which commonwealth he is suppose to protect and oversee.

It is no news that Amaechi paid 4months backlog of owed salaries of osun state civil servants during the runup to the osun state elections in order to sway the civil servants and teachers bloc in voting Aregberascal.

Amaechi did not only stop there but also went on to fund Aregberascal's campaign which included stomach infrastructure incentives like Aregbe Odorless Fufu, Aregbe Rice and even miserly hundred naira airtime.

This is why Amaechi is so loved by them. grin

When it comes to Wike they see him as a thug because he will not share or allow them to partake in Rivers people's money.

Even their Governor has lamented several on his inability to manage the state without oil revenue allocation to which Osun does not Contribute a single drop. Aregbe is such a serial commenter on the oil industry that you will be forgiven if you thought Osun is a major oil producing state. Aregbe complains so much about everything from budget benchmarks to phantom missing monies that you willbe forgiven to think he is the Senate committee chairman on Petreoluem Ministry. If you doubt me just google ; "Aregbesola and Oil " and be amazed how many headines this parasite has generated just this year alone concerning oil industry. Even oil producing states like Delta, Bayelsa and Akwa Ibom governors don't lament like this alfa.


On the issue of Wike, they (osun people) know that as soon as Wike is sworn in ( this is not debatable as the man will emerge as governor come may 29) , all these free handouts will end.

This is why osunnites love Amaechi and hate Wike.

Governor Rauf Aregbesola of Osun State has described as unjustifiable a 40 per cent reduction in the federal allocation being received by the state since July 2013.
Aregbesola spoke in Lagos on Thursday during the launching of a book, ‘Yoruba Elites and Ethnic Politics in Nigeria: Obafemi Awolowo and Corporate Agency.’ The book was written by an associate professor at the University of California-Davies, Wale Adebanwi.
The governor said the reduction had no basis as the nation’s oil revenue did not fall.
He said, “If there is anything my state does not have now, it’s money. We are managing with 40 per cent reduction in our allocation from the Federal Government. It is not as if I even enjoy saying I depend on the federal allocation, but the truth is that there is no magic that I would have made to suddenly taken our state out of dependence on the federal allocation.
“It is important for us to know that there is no justification for that 40 per cent reduction in our allocation. The price of crude oil has remained almost the same at $108 per barrel, and the benchmark, according to them, is $75 per barrel.”
According to the governor, the state is now being forced to source for funds outside the federal allocation in order to meet its responsibilities of paying the entitlements of civil servants and retired workers.
He said, “So we are not close to the benchmark of $75 and yet since July of last year, there is a 40 per cent reduction in our allocation. What that translates to I will tell you.
“It means I have to get N5.4bn to augment salaries and pension from July to December; N5.4bn extra, outside allocation, to ensure that since civil servants who are still active and those who have retired are paid their entitlements.
“What I receive from federation account is not sufficient to pay salaries.”
The governor, who represented a former governor of Lagos State and National Leader of the APC at the event, Bola Tinubu, who was the chief presenter of the book, bought copies of the new book at N5m on behalf of the Osun State.
He bought copies of the book on behalf of himself with N500,000 and announced N2m for the launching of the book on behalf of Tinubu.

Aregberascal is a highly confused and contradictory fellow.

This is a man who is now going cap in hand begging for federal bail out for his state which he only should be held responsible due to his financial recklessness , ineptitude and flagrant corruption.

During GEJ's tenure, Aregberascal opposed the budget benchmark of $75 stating that there was no need to save but rather the excess should be shared.
The governor said the reduction had no basis as the nation’s oil revenue did not fall.

Femi Gbajamilia also opposed the benchmark on the floors of the national assembly threatening to block the passage of the 2013 budget if the benchmark was not increased. The FG finally conceded and increased the budget to $78.


It did not stop there, with SW APC governors challenging the legality of the excess crude account and using the Governors Forum to force the FG to share proceeds from this accounts to the respective states.

Today, Aregberascal the Oliver Twist is now begging for financial bail out.

If the FG was as reckless as him where does he think the FG will source a financial package from?
