oismail:I'm in favor of having a unicameral legislature. It should ideally comprise less than 300 members. Seven or eight senators per state should be adequate representation for a state. |

Permanent Secretaries are professional career persons in their various ministries. Ministers are Politicians who come to Office on a Party Platform with a vision of how they want a country to progress. They (ministers) use the staff of the ministry to carry out their vision. This leaves the civil servants in the ministries IDEALLY clear of politicization. |

Saifullah01:The perm sec is the accounting officer of the ministry that is He is the administrative head of the ministry. He carry out the policy of the president ..... The perm sec ensure all directors in each department carry out the policy of the president/federal government....... The Minister is the eye and ear of the president in the ministry since president can't be in every ministry......He need somebody to represent him there.........The president serve the nation through each ministry............The minister is the reporting officer to the president and the minister reports through Federal Executive Council and National Executive Council. The minister ensure that the policy of the federal government as communicated to the ministry by the government is carried out to the latter ..... if there is any fallout in the ministry , the president would query the minister...... The Minister is very important and it is a must to have some as far as Nigerian Constitution is concerned and Federal Character must be complied with in choosing Ministers. Therefore, the minister supervises the ministry on behalf of the president while the perm sec carry out the policy of the president. 1 Like |

myklangelo: Stop making comparism that are not comparable just because of your inclination to castigate the president. The role of head and its vice is not to be confused with that of senators and legislators and is also not to be confused with the supervisory role of a Minister. The ministers role is very different from the ones you wrote above their. A vice/deputy is there to stand in when the main head is not available. The senators and legislators have no substitute in the constitution. What is the need for Perm Secr, since they hve PAs that do all their work for them? Really? Honestly I've been restraining myself from typing insulting words just because of the bullcrap you wrote here but this has to be the breaking point. Are you educated at all? For you to use Perm sec and PA's as example not only shows hypocrisy but shows a high display of Ignorance. Ministers are just supervisors selected by the President to supervise the activities of each ministry headed by a Perm sec. As long as the President feels he has the capability to supervise the ministries without Ministers then he is not constitutionally bound to select ministers. Ministers are needed if not the permanent secretaries would turn themselves to God. there is need for checks and balances. |

It is a political portfolio saddled with the responsibility to oversee government policies and its implementation in d ministry! In other word ministers are the representatives of the President in the ministries. 1 Like |
