You can track it from their incoming registry minister office first floor. Just give one week after your school dispatch before going there to track it. Second option have your school post it to the school of post graduate studies of same university and pay the delivery person to intercept it. If you have someone working in a reserch institute have it address to their department and your in house person will intercept for you. Or if you have someone in NUC they can intercept for you. Just wait for them, it takes 6-8 weeks to get the Visa.

What do you mean by 'transit visa via Belgium'?
A schegen visa to any schegen area state is valid for all and no real transiting between those states/countries.
Could be good to let's know where you are heading and why you need a transit visa.

I got a mail from the embassy saying that if I can provide a document stating that my school can still enroll me that they would process my visa which I contacted my school on the latest report and unfortunately my school said they can't provide me with the document and that the only option is to apply for admission next academic session.
My question is can I apply for admission and send the admission letter to embassy

You'll need to upload the original certificate for online application, you also need to authenticate it at MOE and MOFA

I don't have an idea of tuition fee structure for undergrad, just try and check any public institutions in belgium and check the tuition for the program you're applying for.
