No,it isn't just because of corruption (although corruption plays an important role).

It is largely because we are an oil dependent economy. And in an oil dependent society, when oil prices fall, the source of income falls. And as a result....we do not have enough money to meet financial obligations.

If there is blame to be apportioned, blame the governors for not doing the job they were elected for. Them governors should have developed their states economies by investing in innovation, education and industrial development. But they won't do that....they would instead rely on oil money and forment tribal wars for that oil money.

Nigerians also do not understand the meaning of development. Nigerians think about development in terms of how much money is shared among them...rather than what the available resources they have are used for.

As I said earlier....this nation cannot be restructured....until the people are restructured. Simple.
