NDLEA can investigate to be sure it's not from drug smuggling activity but I know for a fact that many small oil service firms get paid amounts in excess of this for services rendered to IOCs and frankly all of them will readily sell these dollar earnings in the parallel market than exchange it at bank rate and frankly they have the right.
