I think Machine learning is the way to go in a problem like this not your classical programming problem. Extracting voice properties from Pres.Buhari's speech samples and training them over Neural networks or Support Vector Machines with languages like python, octave or Matlab to see which will give a higher level of predictive accuracy close to 100%.
