It doesn't matter if English is a 2nd, 3rd or 4th language. When you learn something (e.g. a skill, a language, a routine etc) , please learn it properly, and use it appropriately the way it was meant to be used. Even in countries where English is not a first language, you would find citizens whose work entails usage of the language, either taking extra classes to master it or even travelling to the UK or US, for a whole year to learn English as a foreign language, while working as an au-pair or as a volunteer in any other position.

So why do people keep settling for mediocrity in this country?

There are different levels of competence;proficient,expert,master etc , No one can be an expert in everything that is why we have specialists. You are right things should be used properly and you should start with yourself,do not abuse or misuse the pronoun "you" when addressing me. I am not sure who is not using a language properly. Or what "properly" means in the context of this thread. Are you suggesting that every foreign language learner must acquire an English accent? What a stupidd thing to suggest. So because I learn football I should become an expert?.
Once again Ban Ki Moon, Angela Merkel, Vldimir Putin, Mandela Putin to name a few,never acquired an English accent and their people did not complain
We did not ask to learn English it was imposed on us by colonization. Now if you have any sense and education you will know that languages evolve to meet he needs of the user and not the other way round, There is not one way of speaking English.Even in England you have Brummie,Geordie,Scouser,Cockney dialects.

According to your logic all computer users must be experts. You really need to learn how to think,ask sensible questions and analyze things and not rely on hackneyed and redundant generalizations

Everyone has an accent. Even in the United Kingdom, the Scottish accent is different from the Welsh one. They are also poles apart from accents of other nationalities that use English as a 2nd language! Next time, if you are not sure about what a writer is trying to convey, just kindly ask!

Interacting with different people of from different nationalities improved my speaking. If you meet me for the first time, and I start forming, u will think I am a black American or a Brit.

black american english and british english are as different as day and night.it will take a very ignorant fellow to think that "your" accent belongs to either of the two groups.
