Building can be design as frame or load bearing wall. When your building is framed the structural members are roof truss, roof beams/head beams, columns, floor slab ( for multiple floor building), ground floor horizontal tie ( if any, necessary if the foundation depth is considerable high for a pad footing/ isolated footing), foundation footing ( either deep or shallow foundation). For such building, block wall is just a partition wall.

I think the one Spyder does, called "in situ" concrete is more expensive than this one called "precast" fascia. From my cost comparison over the years and in different threads, the overall cost of in situ concrete may be up to 1.6 times that of pre cast fascia.
