That responsibility rests squarely on the Nigerian missions abroad ( Embassy,High Commissions and consulates)especially the that of the country where the intended immigrants is travelling from.For the avoidance of doubt,NIS has attaches in some of Nigerian missions abroad, however,the work of these attaches is limited to issuance of Nigerian passports to eligible Nigerians who can't travel down to Nigeria to obtain such.Moreover, from what the CG has said,NIS has no such attache in Lebanon(the country where the Visa is alleged to have been obtained),hence, the blame on NIS on this issue is appalling and its the consequence of ignorance on the part of Nigerians who don't know the job description of NIS. Nevertheless, NIS can issue what is known as a RE-ENTRY VISA to foreigners who live and work in Nigeria and this is to enable them return to their place of work on time without the stress of obtaining a visa abroad and this is usually done through the foreigners' company or place of work in Nigeria and it's issued in Nigeria and not abroad.Sadly though,Nigerians are not well vested in the responsibilitlies of the various agencies of Government.
