After months of speculation and anxiety, President Muhammadu Buhari has finally appointed a Secretary to the Government of the Federation (SGF).
Against general expectation, President Buhari turned to the Northeast of the country for the man who would help organize and coordinate the activities of his government. That man is Babachir David Lawal, former National Vice-Chairman of the President’s Party, the All progressives Congress (APC).
The appointment of Lawal will come as a huge blow to the leadership of the APC and Nigerians in general who had expected that in the interest of inclusiveness and furtherance of the Federal Character principle that the appointment would go to the Southeast part of the country. Indeed, the names of two APC leading lights from the region-Ogbonnaya Onu, former national chairman of the All Nigeria Peoples Party (ANPP) and one of the driving forces behind the formation of the APC, and Chris Ngige, a former Governor of Anambra State, had come up repeatedly in the calculations of both pundits and party members. They held that the appointment of one of these two individuals would help reassure the people of the Southeast that despite not having voted massively for him, President Buhari would take care of their interests.
Those expectations were dashed Thursday with the appointment of Lawal and have further fired speculations that President Buhari was pursuing a northern agenda. This argument had gained momentum with previous appointments by the President, which had seen northerners heading key national institutions and agencies like INEC and the DSS. Lawal’s appointment on Thursday as well as the appointments of northerners to head other strategic agencies and institutions of government like the Customs (Col. Hameed Ali rtd), Kure Martin Abeshi( Immigration) and Abba Kyari ( Chief of Staff to the president), will further alienate Nigerians particularly in the southern parts of the country who believe the president’s concentration of key government appointments in one part of the country will further stoke ethnic divisions in the country.
Lawal, the new SGF himself is seen as a reckless politician with a tendency to make wild and unsubstantiated allegations. For instance in 2014 he accused former President Goodluck Jonathan of unleashing Boko Haram on the northeast of Nigeria in order to prepare grounds for his party’s takeover of the region during elections noting that, ‘If Jonathan returns in 2015, every northerner will have to be crawling to survive’.
It is clear that what Nigeria needs at this time are individuals with administrative acumen, integrity and maturity to held salve mental and emotional wounds inflicted on this nation by the near sanguinary electioneering that preceded the change of government on May 29. Whilst the new SGF’s competence and integrity are not being called to question, his penchant for reckless and unguarded comments may not only create problems for the Buhari administration but may more importantly exacerbate the tensions that already exist among Nigeria’s disparate ethnic and social groups.
Overall, president Buhari as the father of the nation should in the interest of promotion of ethnic and religious harmony seek to expand the scope of his appointment to broadly reflect national character.
