@topic: it depends on the NGO. Is it a local or international? Your area of coverage, most programme officers cover states (emphasis is on the plural form), years of contract. In simple terms, there's no fixed scale.

. Its a local NGO. Are they always on contract? Area of coverage is more than a state.
