INTERNAL CIRCULAR
TO: All Staff of NASENI Date: 14th September, 2015
1. The attention of Management has been drawn to the ongoing online and social media campaigns to tarnish the image of the Agency and frustrate its efforts and ambition to attain appropriate status, achieve statutory funding and to become a world class Research and Development (R & D) leader per excellence, by elements hitherto fictitious, but now of known and established identities that are bound to fail again.
2. We are also informed (but yet to receive copies) of the frivolous allegations of misappropriation and corruption against the Management by the same team that cunningly structured, compiled faked advert and distributed same to relevant anti-graft Agencies, the Presidency, selected Embassies and Media houses, all with the clear intent to scandalize the current leadership of the Agency and to soil the obvious integrity and reputation of the Executive Vice Chairman/Chief Executive through unfounded and baseless speculations of probe.
3. The hardworking and dedicated staff of the Agency are therefore urged to remain calm, committed and to keep the flag flying in the Agency’s mandate areas of invention and innovation of products and services that the nation is in dare need of to survive the current dwindling economic downturn and to emerge as an industrial economy. All such dedicated staff are guaranteed of protection and that God willing due diligence will take its full course.
4. For the avoidance of doubt, the leadership of the Agency will submit itself to constituted authority and respond to all allegations that may be officially presented to it and will remain accountable to its stakeholders, most especially to you.
5. While we will not join issues with dismissed and sacked former employees and others sponsoring and hiding in the shade of illegal ASURI leadership, it is hereby stated that:
(i) Speculations against NASENI Governing Board’s decisions or actions (on Appointment, Redeployment, Tenure etc.) are henceforth-punishable offence (after all tenure approvals were based on the demand of majority of stakeholders and recommendations of the Unions).
(ii) Management is already engaging the sacked officers at the labour arbitration panel to justify its action, and rather than the status-quo to be maintained by both parties, the unrepentant indiscipline unionist were now chanting another shameless course of frivolous petition against the system.
6. In a Democracy, freedom of expression, decorum and respect for human rights and constituted authority are some of its major ingredients, even with varying opinions. Accordingly, Unions are free to consult widely, hold their congresses, make constructive criticism and follow due process in approaching Management where necessary. You are all living witnesses to the fact that this has been guaranteed since the inception of this administration and Management intends to maintain that cordial relationship, everything being equal.
7. This is to assure you all that the current Management will forever remain resolute, focused and tenaciously purposeful in leading the Agency to an enviable status of a world class industrial research organization that Nigeria will be proud of. We are therefore grateful to all staff for their sacrifices, perseverance and understanding of working excellently under limited facilities and lean funding. We are committed to overcoming most of these constraints and impediments towards attaining greater height, sustained achievement of a minimum of one star innovative product per year since 2012 and will not be deterred by those who have nothing to either offer or lose.
8. Rewards, incentives and punishments were obviously necessary and will continue to be our watchword without fear or favour.
Engr. Prof. M. S. Haruna FAEng, FNSE, FIET
Executive Vice Chairman/Chief Executive
