Was Borno state not in a state of emergency, where the state's security was the responsibility of the military commanded by the president?

And was the Borno kidnap not effected by the very culprits for which the state of emergency was put up to challenge - signalling a failure of responsibility which was now crowned by the irresponsibility of government's denial, until embarrassed by foreign press who wondered what sort of slowpoke was the president in Nigeria?
