And if the person applies for the next batch, will the state change or will it still be the same state?

No consequences at all but the state won’t change except you runs it

I can help you get your desired PPA, i do that seamlessly

Although you can talk to the ICT guys to help you get posted to your choice PPA but your chances are slim with no request letter. Some corpers who submitted request letter didn't get what they want
