Reading it out is not Unconstitutional. He can read out his nominations. That doesnt make them ministers. The senate need to confirm them before they can be appointed. Stating it on his broadcast will be his nomination list. Not appointed ministers. He has the constitutional right to do so. There is a difference between tradition and legality. Traditionally, the list is first read in the senate. But by the constitution, the presidency can announce his list before sending it to the senate for approval. |
