what could be the cause of this folders in blue colours.

Not at all. These are folders holding installation/configurations files. They created whenever you install a hotfix, update or service pack on your computer from Microsoft. See them more as backups of previous version of whatever the updates installs and also holds uninstallation/re-installation data for that particular fix.

Can you delete them?

Yes, u can delete them to save disk space. The only effect (AFAIK) is that removing such installation (like a roll back on service pack upgrade) will not be possible from the Add/Remove Program screen anymore. But then again, if the fix is alright, no big deal. . .delete it.
