Nuhusky: What Matters is the society being civil.Not the class of degree. Many European countries are developed because the habitants are civil. When strict regulations are put in place, people who do not want to learn through education will allow the society train her. Many atimes, charity begins at home. meaning civilization starts from the home. Not school.
