Isaiah 3v4-5 which you quoted is making direct reference to the people of Judah and also applies to the world at large when there's iniquity. That's the kind of thing that happens when God is left out in the affairs of an individual or a family or a nation. Such people can't get the best in life but instead, upside down. You could read verses 8-10.
Verse 6 is as desolate as Isaiah 4:1. It says 'a man shall take hold of his brother of the house of his father, saying, THOU HAST CLOTHING, be thou our ruler, and let this ruin be under thy hand'. Its a time of judgement that is been spoken of here, not the frivolity that some have been wishing on this thread. Its going to be full blown at the time of great tribulation just before Christ's second coming WITH his saints. Verse 7 tells us that even the man that they're begging to rule will decline. Its not a time of 4th term. Its a time nobody should pray to experience.
Its in that day that men will be scarce, so scarce that seven women shall take hold of one man, in the hope of taking away their reproach. Its good that we should be watchful, prayerful and righteous as we wait for Jesus.

Isaiah 4:1 that says "In that day seven women will take hold of one man and say, We will eat our food and provide our own clothes, only let us be called by your name.Take away our disgrace."

1. Isaiah 4:1 Although more male babies are born than female babies, the number of marriageable men in the world is constantly decreasing. Over 57 percent of the enlisted men in World War I became casualties (according to The World Almanac), and the casualties in World War II have been estimated at 33 million. Not counting deaths in the armed forces, the ratio of deaths between males and females was (as of 1960) nine to seven. This had not been true in previous centuries. Isaiah here foresees a time when the ratio between marriageable men and women will be one to seven in Jerusalem.

We had a case of such in SA a man wedded 4wives in a day. In future he might decide to take more 3.
But be careful, when 7women chasing to be with you, you need to start running or you die young.
