Those cars were bought by the Lagos state government to improve policing in the state.

They look like CRI operation vehicles
Yes they do look like CRI cars, but they are police cars that was commissioned last week along with APCs, helicopters and gun boats to boost crime fight in Lagos. It was all over the news.
Anyone who resides in Lagos can testify to the sight of these cars
