@topic, this is really nice. Don't remember any minister or even president ever visiting some of these unique,environmentally hazardous sites.

One thing with technocrats (non-politicians) is that they are very cost conscious. Look at her with very minimal entourage. Most of those in the picture might even be from the host and not her ministry.
