The fact remains that Buhari has been junketing around not to secure direct investments and sign bilateral trade agreements but to borrow money.

This is at total variance with what we had under the past administration were investors we're trooping in to invest in all sectors.

Buhari in his first incarnation of Head of State was opposed to loans but the situation of things demand it. We have to throw unemployed young people at infrastructure projects and manufacturing. The money to do that has to come from somewhere. The last acts of Jonathan in office were to damage the Naira by over importation of rice and to borrow to pay debt to fuel importers. The people who called that guy clueless are not wrong. This particular bond is low interest and is to finance capital investments.

Just a play on words difference It seems to me.
Calling the costs of borrowings "rents" instead of "interests". From the details revealed so far, is like discounted bonds and certificates. You deduct the discounted rates or rental rate as In sukuk case upfront from the principles amount loaned out. Then borrower pays par value/face value of the note as issued at maturity.
