Can this run 247 a year in my home without the need for PHCN (NEPA)? OR Do I need to combine both to get best satisfaction and performance?

The only ways to do without nepa are to have a large number of batteries to carry all your gear backed by enough solar panels (or other charging means) to charge your batteries fully within sunlight hours.
Or you buy what you can afford and use a switch to connect what you need at any point- pc and fan or tv and fan, etc.
Point is, something must charge your batteries.

Thanks for the clarification bro. if may ask, can't I charge a battery via inverter. Eg lets say I have 4 batteries and am using 2 batteries, can't I charge the other 2 batteries by pluging into charger powered by the inverter? that way, when one pair dies, I connect the other pair n charge up.

one setup will not be able to fully charge the other. As a result, they both end up dying and need recharge from another source.

I totally disagree with you,... there some factors that determine the charging capacity which include, the voltage of the system, charging rate... a good inverter/charger (magnum/xantrex) will perform that task efficiently.
