Catholic bishops have been instructed to deal with clerical child abuse domestically rather than report to the police.

This is contained in the training guideline which was written by French psychotherapist and Monsignor, Tony Anatrella. Anatrella is also a consultant for the Pontifical Council for the Family . The guideline was made public during the training of newly named bishops recently .

The guideline stated that reporting clerical child abuse to the police was a "moral obligation" rather than a "civil obligation". The guideline tries to downplay the damage child abuse has done to the Catholic church in the past and claims the increased child abuse are mostly committed by family, friends , neighbours and not authority figures.

The training program has also covered 30% of Catholic Prelates since it's introduction in 2001.

The Pope (Francis) has been criticised severely for been too silent on an important issue like clerical child abuse. This is not the first time , the pressure is on the Catholic Church to make reforms to carter for such negative actions as a few years ago, Cardinal Bernard Law was forced to resign over sexual abuse scandals that hit his Boston archdiocese, as more than 150 priests were accused of child molestation.
