Good day to the learned coordinators, the well-lettered jurist, co-debaters, and the following spectators. My name is Sammyscholar, representing The Polytechnic, Ibadan. I write to oppose today's topic which reads: 5,000 stipend payment for unemployed graduate: Reduction of poverty and criminal thoughts among the vulnerable youth Prior to taking the plunge, permit me to narrate this short story. Adamu was an orphan with great dream. He had, for long, been out of school due to some circumstances that acted an ugly script in his life. Being a determined boy that he was, Adamu opted for a trade and subsequently became an apprentice under a master. The training period was not rosy for him as he trekked tens of miles to/from work and still endured torments from his wicked master. Adamu eventually graduated and established his own company. The little education he had helped him to build is company to an enviable height but he believed he could do better with more education. Conversely, on the other hand was Johnny, an academics star and a walking encyclopedia. Johnny had the privilege to have a higher education complemented with an industrial skill acquisition scheme (a scheme introduced by government to steer the entrepreneurship spirit in our undergraduates so they can focus less on ‘paid jobs’). After Johnny graduated from school, he began to seek for job but could find none. Instead of putting the skills he had acquired into work and building his own empire, Johnny sat back and joined the 'already piled list' of unemployed graduates in the country. Alas! Instead of challenging Johnny and his likes to turn the skills they learnt while in school into occupation when paid jobs were not coming forth, the government decided to give them 5000 monthly stipend under the pretext of poverty and criminal thought reduction. Haven’t our graduates (the supposed assets to this nation) become liabilities? STIPEND, according to Merriam Webster, is usually a small amount of money that is paid regularly to someone. I want to explicitly state here that the #5000 stipend for our unemployed graduates, as proposed by the government, is a ‘round peg in square hole’ and a complete wastage of resources. The scheme is, indeed, a sheer celebration of mediocrity and laziness (on the part of our graduates). The scheme is tantamount to encouraging our graduates to jettison the idea of creating their own businesses and remain idle until they can secure paid jobs. Would the payment help us to combat our current economic challenges or even benefit the lives of the proposed payee at the long run? And why even remunerating a person when he has done nothing of econmic value to warrant such? According to Nigeria Bureau of Statistics, unemployment rate in Nigeria has increased to 9.90% in the third quarter of 2015 from 8.20% and 7.5% in the second and first quarter respectively. The GDP, also, according to Trade Economics, is 3.96%, 2.35% and 2.84 in the first, second, and third quarter of 2015 respectively. A study of this shows a steeply rise in unemployment rate and a continuous fall in our economic activities. By implication, Nigeria’s economy has become so dormant that it requires pragmatic actions if it is going to be awakened from its recess. The current state of our economy calls for policies and measures that will ensure that all active Nigerians, especially our graduates, come up with innovative business ideas that will set our economy on the part of glory; it requires that our graduates begin to think out of the box and come up with initiatives that will not only stimulate our country, but also the world at large. Succinctly, our current economic situation requires that our graduates start thinking about what they can do for this country and not what this country can do for them! Now, talking about the efficiency of the scheme; suppose 10million graduates are paid N5000 monthly, that is a whooping sum of N50billion every month. The money, if well harnessed, will go a long way in improving our infrastructures which, invariably, will create an affable terrain for businesses that will engage these graduates and make their lives meaningful and worthwhile. And that is what we simply need! And again, contrary to believe that the scheme will reduce poverty and criminal thoughts among youths, existing knowledge shows a reverse picture. We are all aware of how Nigerians falsify their ages just to remain in service for longer years. We are also aware of the series of ghost workers that are currently in our public institutions even after putting stringent measures put in place. The scheme is not in any way safe from this. It is also succeptible to creating loopholes for unscrupulous elements to perpetrate their criminal acts, and then, the vicious circle continues. Yet again, critically looking at the scheme, you will all agree with me that it is segmental, sectional, and one-sided. According to International Labor Organization (ILO) “unemployment covers persons (aged 15-64) who are actively seeking for work but are without work.” The scheme focuses only on college graduates leaving out non-college graduates who might also be ‘unemployed and vulnerable’. This is clear act of segregation and it is not good for this country at this point-in-time that ‘inclusive growth’ has continually been advocated. In conclusion, you will all agree with me that this is not a very good time for our country, economy wise. The price of crude oil (our economic mainstay) is dwindling. Many states are finding it hard to pay their workers' salary because of the slash in federal allocation. Hence, any economic step to be taken now should be those that will help us lift our burdens and not those that will add to it. In wrapping up, I would like to affirm once again that the 5,000 stipend payment for unemployed graduate, as proposed by the government, is needless and uneconomical and should, therefore, be jettisoned. The functions of government in any sane society must include the welfare of not only the old and retired but also the unemployed youths and graduates who can constitute a nuisance to the peace and development of a country if not properly catered for. The N5,000 stipend promised unemployed graduates in the country by the President Muhammed Buhari led administration is not only a good sign of positive things to come, it is also a giant mission to create massive employment in an economy suffering from insecurity, non availability of skilled workers and inadequate local and foreign investment in the economy. A stipend was declared as a fixed and regular payment usually meant for something specific by vocabulary.com. It is a known fact that an idle hand is a devil workshop; the stipend programme will prevent our youths from roaming the streets because according to the programme details provided by the office of the Vice-president , Professor Yemi Osinbajo, they are expected to be doing varying kinds of part time jobs such as engaging in agricultural and industrial engagements to be spearheaded by qualified and experienced technocrats where they will learn new skills that can eventually make them self employed and even employ more hands since there is a ready market for agricultural produce and industrial products in Nigeria due to our largely unsaturated food supply and industrial market. This program will enable our youths learn vocational skills according to the programme outlay. Another positive side is the creation of sense of belonging and patriotism in the unemployed graduates who would not only begin to feel appreciated and loved by the government but also start stop nurturing bad intentions and habit that has led to the destruction of lives and properties across the country in the past. Only countries with patriotic citizens in the world have been known to experience development in all spheres of engagements. United States, Britain, Russia and other developed countries are known for paying their youths monthly stipends which have led to them being more patriotic and dangerous to engage when performing their citizenship obligations like defending their country’s interests, territorial integrity and representing their countries in sport competitions. Have you ever wondered why countries like Russia, United state and Britain have the best fighting forces in the world? It is not because they are rich, it is because in their countries, everybody have a sense of belonging and there is welfarism. A look at how insurgency became rooted in the north east would lead us to the unarguable fact it was poverty and sufferings of the youths even in the midst of plenty that led to religious fanatics called boko haram being able to manipulate the minds of youth with financial inducements. We have heard of Boko haram members enticing youths with just N2,000 to carry out suicide bombings. Imagine the number of lives that have been lost as a result of the neglect of youths by successive governments in the country. Taking a cursory look at the Niger Delta amnesty programme initiated by late President Yaradua would corroborate the government stance that the payment of the stipends would lead to a reduction in the crime rate and social vices. Under the amnesty programme, Niger Delta militants were giving the option of surrendering their arms and ammunitions, getting amnesty, getting monthly payment of N75,000 as stipends and also the chance of being rehabilitated and trained in different vocations and programmes that can make them employed or skilled to the level of gainfully employed. This led to hitherto militants being trained as aircraft pilots, engineers, medical doctors and other skilled fields. Some of this militants are today gainfully employed. Before the amnesty programme was initiated, the Niger delta was the center of kidnappings, bomb attacks on critical national assets like oil stations and oil pipelines, armed robbery and other social vices that not only put human lives at risk but also endanger properties. Such was the negative impacts of the insecurity in the Niger delta then that Nigerian governments at all levels were suffering from decline in revenue and allocations caused by a consistent drop in oil production due to bombing of oil installations by militants agitating for resource control. It was the amnesty programme that stabilized Nigerian oil production and improved government revenue. By paying stipends to unemployed graduates which past actions like the Amnesty programmed have proven to be a success in changing the criminal disposition of youths, the government would improve the security situation of the country and thereby encourage foreign investments. Foreign investments would in turn lead to creation of job opportunities for the unemployed graduates and youths in the country thereby boosting the economy, increasing the government revenue through the increase in taxation that accompanies the employment of more people by industries and related services. Moreover, we have been spending a whooping 150 billion naira yearly on ineffective legislators at the National Assembly. If Niger delta militants are being paid N75,000 monthly justice, equality and fairness demands that unemployed graduates be treated fairly with the huge sums paid to the militants. If we can afford to pay a few hundreds of people at the National Assembly 150 billion naira, 500 billion naira yearly is not too much for over 25 million people.
