It's one of the traditions that we inherited from the British. Remember that we were colonised by the British and certain traditions that they brought are still being practised today (for example, the durbar that is regularly staged in northern Nigeria was brought from India by Lord Lugard).

However, it's usually the Nigerian Police Force that practices this tradition of piping visiting dignitaries into places. The police has always had fantastic bands and their bagpipers are usually reserved for very special occasions. They also play at weddings of senior officers (they lead the bride and groom out of the church or into the reception hall). Someone once told me that they are fashioned after the Strathclyde Police Pipe Band, but I've never been able to verify that.

What was strange about the Buhari's reception was that (1) he was piped in by soldiers and (2) it was done when he was returning to the capital (it is usually reserved for visitors and it is very strange to stage such a ceremony for a president that is just returning home). I was surprised as well. Because it was just a normal presidential arrival from one of those trips.. And the normal reception by party loyalists and cabinet members would have been enough
