I think he's part of a joint patrol with the mobile police team(as evidenced by the mobile truck behind). There are various occassions that they have such joint teams,eg escorting a VIP. So,I believe this FRSC officer just borrowed the gun of the mobile officers attached to the joint team to snap this picture. |
