The governor of Osun State, Rauf Aregbesola, has announced the creation of 31 new Local Council Development Areas, LCDAs, by his administration.
Mr. Aregbesola stated this Tuesday in a state‎ broadcast to the people of the state. He said additional 31 Local Council development Areas, 3 area councils and two administrative offices were created.
The governor said his administration would make ‎judicious use of its revenues in a way that increasing the number of councils will least constitute any financial burden.
Mr. Aregbesola also announced the dissolution of the management committees of the existing 30 Local Councils and Area Office, their executive secretaries, deputy executive secretaries, members, special advisers and other functionaries.
The government had sent a request for additional local councils to the state House of Assembly, which later passed the bill.
Speaking on why the state was creating more councils at a time of financial challenges, Mr. Aregbesola said his administration had given the decision sufficient consideration, and had put in place measures to cut cost.
He added that the responsibilities of the new councils include bringing development to the people, managing the markets, generating more revenue, amongst others.


The governor said the state would be saving huge cost with the new councils. He said no new appointment would be made as the same number of staff will still run all the councils.
‎He said the entire local government system would be managed by Council Managers for three months. The managers are to be appointed and deployed by Local Government Service Commission from among the substantive grade level 14 officers in the local governments.
‎”Many would be wondering and asking: why create more councils at this special time of financial challenges? We have also given sufficient consideration to this. With this new parliamentary system, it will cost less to run the new councils and save a lot of money for the government than in the past. 
“The primary responsibilities of our new local government system are sanitation, market management and revenue mobilisation and generation. This is consistent with local government administration worldwide.
“The beauty of this new system is its parliamentary nature, which requires the chairman and the vice chairman to be elected by the councillors from among their own ranks, thereby saving cost,” the governor said.

If this is true, then I can only reach a conclusion:
We have a completely clueless and incompetent man as governor of Osun State.
This man must be high on some drugs or something! You cannot fund what you have now and you are creating 31 more without any plans on how to fund them! Only fools do that!

Are there no provisions in the constitution on how chairmen of local governments should emerge?

Without jumping to unnecessary and invalid conclusions.. Someone with elaborate knowledge of this, should explain to me with all relevant examples the logic behind this act of Aregbe.

This move is more of a political move than developmental one and i'll try to explain..

Osun has 30 LGAs recognized by the Federal government.. and only these 30 LGAs will receive allocations from the FG.

The new LCDAs will not get any allocation from the FG.. So the state will have to seek alternative source of funding for these LCDAs. And most likely the funding will come from sharing the the Initial 30 LGAs allocation using a formula.

This is a bad for development because more money that could've been used for developmental projects will go into administrative overheard and other recurrent expenditures because these new LCDAs will have their own budgets too.

Politically, this move if executed properly will enthrone Aregbe as a political Godfather in Osun. Because the LCDAs will ensure he's got a strong hold on the grassroots as the guys that will man these LCDAs will be his loyal lieutenants.

Aregbe is just copying Tinubu"s moves in Lagos.. Let's wait and see how this his plans will work out

In like manner, increasing local councils (not LGAs), won't make the FG give state more allocations. Citing the example of Lagos State, it shows that constitutionally, it has 20 LGAs. But in 2002 Tinubu established 30 LCDAs. The FG only gives the state allocation for the 20 LGAs while the state sources for funds for the 30 LCDAs.

For those who think this won't cost the state any extra money, have you consider the newly created LCDA will need new set of stationeries

That alone will definitely run into millions because am sure the government press will not be used for such jobs but contractors.

Now I see why Fayose and Aregbe are friends, same agenda different party.

Tomorrow he will still decieve himself & Buhari in requesting for more bailout money. No wonder the country is in a mess, re.tard.s have been ruling since 1960!!!

What happens is creation of more local councils brings governance closer to the masses, it also aids development as each local council would at least have an headquarters.
And to those making noise about funding, what happens is it is the present apparatus( I mean human and financial resources) that is shared and it better gets to the grass roots
Another advantage of this is it helps to generate more funds for the govt, as each local council now generates funds and it also aids effectiveness.
Creation of states or local govt has always been seen to aid development at the grassroot levels.People should criticize policies constructively and offer alternatives and not just run ur mouths because you have to

they always share allocation for each LGA among resultant lcda, fair share , they call it.

Right from the outset of his tenure, he has been eager to quickly replicate the Jagaban methods of Lagos in osun, not taking into cognisance the peculiarity and difference between the two states especially as it, affects culture and economy.
You seem to know just how to generate more funds than the IRS... Please explain especially in the case of Osun.

Suffice it to say that creation of LCDA will only worsen the present predicament of the grassroot people, and further deepen their suffering than it is already.
Apparently you have little understanding on the penury and hardship aregbes government has brought upon osun people. Peradventure you do, i'm sure you are beclouded by your 'knowledge' of government/governance.

Lastly, you talk as if you and the governor just concluded a closed-door meeting at the white house in abeere.
Most Government offices cant even get funds to buy A4 paper, toners to printers, the same government that cannot even swallow its pride and stop the school feeding owing to lack of funds but came on media blackmailing the cooks for rationing food served to the kids.

Every move by the governor is counter-intuitive. In saner climes, they resign when clue is no more.
