Okay! But recently, you said that the TSA cannot be used to fund the 2016 Budget as MDAs will now be permitted to withdraw their money for payments and investments. Don't you think that this has in some way reduced the capacity of these MDAs to make payments and invest thereby creating profitable economic activity in the recent past? |
