That's why they fought tooth and nail to get rid of Ribadu before  he bacame police IG by accident, all under the guise of asset declaration. And our illiterate, backward, compromised Press and population sit idly by like lizards in the sun.

For nigeria to change, junior, credible personalities must be promoted rapidly through the system, or brought in from outside of the system to implement radical systematic overhaul. Ribadu as IG would have locked up all current and past IG's, DIG,s and AIG's. That is what they all fared.

In the absence of people like him and activity of our compromised Athorney General, Nigeria is no more than a thieves paradise.

The Nigeria Deposit Insurance Corporation has named the Inspector-General of Police, Mr. Mike Okiro, as contributing to the liquidation of Lead Bank Ltd.

It alleged that Okiro contributed to the bank's insolvency by failing to repay credits of more than N166 million extended to him between 2000 and 2001 by way of loan.

The corporation asked him to pay back the loan within 48 hours.

Okiro, according to the corporation, allegedly used his family business enterprise, Hekiro Nigeria Ltd, to secure a loan to finance a pipeline laying contract that he had won from Nigeria Agip Oil Company (NAOC).

[b]This allegation was contained in a letter to Okiro, dated July 20, with reference number OOC/ABJ/01/07/09.

But the police washed their hands off the matter, saying the letter was directed to Okiro personally, just as the alleged transaction was not official.

The letter, signed by NDIC's lawyer, Mr Okunade Olorundare (SAN), also accused Okiro of abuse of office and breach of the code of conduct for public officers for using his office to secure the contract.

The letter read: “Our client informed us that as at January 16, 2006 when the banking licence of Lead Bank Ltd was revoked, Hekiro Nig. Ltd, which was being run as your family business enterprise, was indebted to the bank to the tune of N166,597,365.97. NDIC as a liquidator of Lead Bank Ltd wrote you a demand letter on May 9, 2007, asking you for proposal on how you would want to liquidate the debt.

"By various documents submitted to us by our client, you personally guaranteed the loan by mortgaging your landed property at Abeokuta, covered by Certificate of Occupancy No. 022226 in the name of Mike Mbama Okiro, which you obtained while in Ogun State Command of Nigeria Police. From some of the documents passed to us, you signed as Chairman, while in some, you signed as Director for Hekiro Nigeria Limited.

"However, despite the fact that you are a police officer and knowing the implication of forging a signature, you signed as Bessy Okiro and which signature is consistent with your true signature as Sir Mike Okiro on some of the documents available to us. Apart from signing as Bessy Okiro, we have discovered that you did not declare your interest in Hekiro Nigeria Ltd to the Code of Conduct Bureau as required by the 1999 Constitution''.

NDIC further said Hekiro Nigeria Ltd maintained a corporate account No. 32620009260 with Port Harcourt branch of Lead Bank where the facilities were drawn, adding that Okiro's international passport No. AO696925 was used in opening the account.

NDIC contended that after a series of efforts to recover the loan, Okiro's wife, Hera, paid a paltry sum of N5 million vide a Fidelity Bank cheque No. 00553907 on April 30.

Directing the IGP to refund the money, NDIC stated: "Our instruction, therefore, is to demand for the immediate payment of the outstanding sum of 161,597,365.97, which was the accrued debt as at January 16, 2006. You are to deposit the above sum in our chambers or pay directly to NDIC, the liquidator of Lead Bank Ltd, within 48 hours from today.

"In addition to the above, it is our client's further instruction to drag you before the Code of Conduct Tribunal and equally to write to ICPC or other related offences commissions to prosecute you. You are to comply with the above demand immediately, else, we shall carry out our client's instructions to a hilt”.[/b]

When contacted, the Police Force Public Relations Officer, Mr Emmanuel Ojukwu, said the letter was directed to Okiro personally, adding that the alleged transaction was private, not official.

Ojukwu said he recalled that the police had charged the NDIC management to court for alleged conspiracy and fraudlent deals with the recovered fund of Fortune Bank (in liquidation).

He said that the allegation against Okiro could be a “hit back” by the corporation.

LEADERSHIP recalls that the police had filed charges before an Abuja High Court against NDIC Managing Director, Mr Ganiyu Ogunleye, and its Executive Director of Operations, Prof. Peter Umoh.

Also charged were two members of CBN-Interim Management Committee for Fortune Bank, Dr Joe Emerson and Mr Innocent Ilozumba, a manager with Fidelity Bank, Adedapo Agboola and the erstwhile Chief Accountant of Fortune Bank, Pius Obeleke.

The police alleged that Ogunleye, Umoh, Emerson and Ilozumba unilaterally granted 60 per cent interest waiver on the indebtedness of Nasarawa State Government to Fortune Bank without the approval of the then Finance Minister, Dr Shamsuddeen Usman.

They were also accused of dishonesty in depositing the N1.058 billion recovered from Nasarawa State Government with Fidelity Bank, instead of a designated Fortune Bank account No. 023-01236-41-55-3 with the CBN.

But the corporation dismissed the allegations, even as it contended that the criminal charge was "frivolous and a crude attempt to intimidate its officials and divert their attention from recovering the outstanding debt of N161.9 million owed by Okiro's family to Lead Bank''.

NDIC maintained that on Nov. 12, 2008, Okiro's wife met with its officials and sought an interest concession on the loan, which was not granted.

Two issues - why is this coming to light just now?

1. Is the NDIC carrying out 'revenge' on the Police for trying to investigate it's MD or is it vice versa?

2. I am surprised at Okiro - surely he has 'chopped' more than this 'chickenfeed' N160m he is owing during his tenure as IG.  undecided

Again, I am not optimistic this accusation will be investigated, the police is already 'defending' it's boss. With Yardie's 'hands off' (aka let corruption flourish) approach, don't expect a push on this from him either.

There is a reason this letter was published

If he does not go to jail today, he will go to jail someday

Ibori, Aondoakaa and co will surely come to his rescue on the short term but for how long?

It is also good the facts are in the public domain, it taints an already sinking Yar'adua Government if Okiro walks free from this one.

so the beef wey IGP okiro get with those two directors of NDIC never end and they chose now two embarass and humiliate okiro how nice. why is okiro denying that it was a member of his family that executed that contract and not him. who knows maybe this is a way of nailing okiro by the same govt he help to rigged elections. interesting grin

I am not sure how far this story will go, but why wait till a day before he retire to open this can of worm? why not publish this story before OKIRO was confirmed as IGP.

Now that Okiro is accused of not decalring his assets, same allegations that was made against RIBADU. lets see how it will play out.

I have learnt never to celebrate "justice" in Nigeria. . . . for there is no sincerity of purpose behind it, just a tit-for-tat application of the law in a game of cat and mouse where both parties are equally damnable.

sorry to say but I think it's long past the tiome when we can even half heartedly say that the police is, friend.
the last 2-3 IG's have been in a race to surpass their predecessors loot in any way.
but to come to the issue of Okiro where was NDIC all this while
didn't they know about the debt?
why re they just crying now ,when the man is retired?
they themselves need to be sanction for negligence of duties.

I don't agree with you, both are not the same.

Ribadu is being accused of not declaring his assets. (though Ribadu says he did but lets ignore that bit).

Okiro declared his assets but did not declare his interests in Hekiro Ltd.

While Ribadu's case can be passed as negligence of duty, Okiro's is a criminal omission

Those two are never the same.

Corruption has really eaten deep into the sysytem. I hope Yaradua will lend him some money.

Nigerian corruption needs IRON FIST. Not this nonsense being projected by Yar is as rule of ruse.

Nothing, I repeat, nothing will come out of this disclosure. It'll sooner be brushed under the AG's dollar filled mattress.
