This ridiculous. A presidential order supersede all others. Where federal laws conflicts with states or local governments laws, federal laws prevails. The president is the leader of the nation, not just his party.

A federal policy Is only possible, if all the stake holders agree on the same policy - covering such areas as education, housing and justice - the ideologies are supposed to be in the area of economy - fiscal and monetary policies, but the last party PDP (destruction) does not have housing in its/there manifesto, so it cannot be implemented in the states they govern.
