as far they are both SSCE and not private he/she can choose whichever school Statement of Result and Testimonial but I strongly advice at such instance that, the person in concern should use the latter. Mind you statement of result are of various type e.g Original WAEC/NECO/NABTEB Certificate, School Certificate (perhaps handwritten or typed) and the online print out.
