It's true that the claims of him consulting all the chiefs, etc. are exaggerated. However, it would be a lie to say that the decision was unilateral on his end. There was correspondence, there were radio broadcasts, and most importantly, many communities had foreknowledge of the issue, though they may not have been privy to the actual discussion/meeting in which the decision was made.
