I saw on Aljazeera where the issue of the absence of Americans on the leak was discussed. It turns out America already has a bilateral agreement with Panama and the Virgin Islands that ensures that any businesses owned by Americans are disclosed to the United states Government. Another thing is that there are firms in America that render the kind of Services that exploit the loopholes in American Tax laws and ensures the rich are able to evade tax. These are the reasons that were put forward. And Obama in his address after the leak said they needed to make sure that such loopholes are blocked.
This could be the real reason rather than a grand conspiracy by America.

For business men its not illegal.

But for elected Politicians it absolutely wrong.
