With this current limitation of the use of Naira Visa/Mastercard, is it still possible to upload dollar to one's Skrill account?

I transfered some funds to my Skrill from Upwork recently, then last week, I tried selling to an exchanger, but it wasn't successful. I mailed Skrill and they said I should send an identity card. I thought ID card is only needed when you wanna upgrade the Funds Limit on accounts
I sent my Voter's card, but they keep rejecting.

They asked me to scan my birth certificate over to them, which I did and that's it.

I'm sure the bank will be happy to receive your USD from abroad into your Naira savings or current account just like they do for your Western Union and MoneyGramin order to give you wretched rate of Naira conversion.

mr arbitrage here's the new development.
skrill no longer sends MasterCard to Nigeria. though i can have it sent to the US and verify pickup and paypal, can i withdraw from skrill directly to a nigerian dom account and can i credit my skrill account with my visa-card? skrill is taking quite a while to reply.

I think GTB Dom Acct can do it...Its USD not Naira... beside skrill is American dollars + Euro....
