Before you find a teacher close to you... It will be good if you use the things around you to learn the basics of web designing.... Just go to these two sites and read their articles till you fully understand.... www.easyhtmlcode.com (This one will only teach you html mostly used in Google blog) www.w3schools.com (This one will teach you html, php, css, and javascript which you need to become a good web designer)....
